§Text Passage

11978's reform and opening-up was the watershed of China's economy. Before it, a planned economy with shortages; after it, market mechanisms, Special Economic Zones (Shenzhen grew from a fishing village into a metropolis) and inbound factories. With a vast and hardworking workforce, 'Made in China' goods sold worldwide — hence 'the world's factory'.

2In four decades, the economy rose to the world's second largest (after the US), and over 800 million people escaped poverty — the largest poverty-reduction project in human history. The focus is shifting from low-cost manufacturing to high-tech: the world's longest high-speed rail network, leading 5G infrastructure, and top exports of EVs and solar panels. The 'world factory' is upgrading into an 'innovation giant'.

3Read the economy with two rulers: total size — second in the world, yet per-capita output is still mid-level with clear coastal–inland and urban–rural gaps, hence rural revitalisation after poverty alleviation; and structure — manufacturing, services and tech keep rebalancing, with the Greater Bay Area integrating Hong Kong finance, Shenzhen tech and the Pearl River Delta manufacturing. Hong Kong's role: an international financial, shipping and trade centre — a preview of your future job market.

3Step by step Steps

  1. Step 1: The watershed — 1978The 1978 launch of reform and opening-up was the watershed of China's economy: before it came the planned economy with chronic shortages; after it, market mechanisms, special economic zones and inbound foreign investment. Shenzhen is the best-known example — a border fishing village of about 30,000 people in 1980, it is now a first-tier city of over 17 million residents, covering in a few decades a path that took others a century.
  2. Step 2: Two rulers for the dataRead China's economic data with two rulers: by total size, the economy ranks second in the world; by per-capita output, it is still at a middle level, with a gap to advanced economies. Using both rulers at once prevents one-sided optimism or pessimism. Listing total and per-capita figures side by side in an answer and comparing them shows comprehensive, objective thinking — a standard method for national-conditions questions.
  3. Step 3: World-class poverty reductionPoverty reduction is the nation's most internationally recognised achievement: by current poverty standards, more than 800 million people have been lifted out of absolute poverty since reform began, and the United Nations has acknowledged it as a major contribution to global poverty reduction. The relay baton after poverty alleviation is rural revitalisation — aiming not merely at escaping poverty but at sustained momentum for the countryside, narrowing the urban-rural gap so development reaches more people.
  4. Step 4: Three upgrade playsIndustrial upgrading can be summed up in three plays: infrastructure, with a high-speed rail network of over 40,000 kilometres, the world's longest; technology, with leading positions in 5G, electric vehicles and the production and export of solar products; and integration, as the Guangdong-Hong Kong-Macao Greater Bay Area combines Hong Kong finance, Shenzhen technology and Pearl River Delta manufacturing, paving the upgrade path from 'world factory' to 'innovation nation'.
  5. Step 5: Hong Kong's roleWithin the Greater Bay Area plan, Hong Kong is positioned as an international financial, shipping and trade centre while developing into an international innovation and technology hub. Its financing markets, for example, help mainland enterprises raise capital and list, and its professional services extend across Bay Area cities. Under One Country, Two Systems, Hong Kong serves as the super-connector between the nation and the world — a role no other city can easily replace.
  6. Step 6: See the challenges tooAn objective view of China's economy must also face the challenges honestly: per-capita income still trails advanced economies, the population keeps ageing, and upgrading brings transition pressure. Stating achievements truthfully without avoiding difficulties is a mature view of national conditions. For secondary students, learning to weigh data and facts in balance — neither boasting nor belittling — is the most important method of national-conditions learning.

5Worked example Example

Sample: answer 'Give one example of the achievements of reform and opening-up' using Shenzhen.

  1. Step 1: Background — Shenzhen became a SEZ in 1980, then a border fishing village of 30,000.
  2. Step 2: The change — today it has over 20 million residents and hosts international tech companies.
  3. Step 3: Significance — it proves the path of markets, investment and technology upgrading; it is reform in miniature.
  4. Step 4: Hong Kong angle — cross-border economy and innovation cooperation show the GBA's complementary strengths.
  5. Answer: Sample answer: Shenzhen best illustrates the achievement of reform and opening-up. Made a SEZ in 1980, it grew from a village of 30,000 into an international city of over 20 million with world-class tech firms, proving the effectiveness of markets, openness and upgrading. Across the river from Hong Kong, its cooperation with the city shows the GBA's complementary strengths — HK finance plus Shenzhen tech are the twin engines of national development.

6Common mistakes Mistakes

✗ Believing second in total GDP means second in per-capita.
✓ Total is second; per capita is still mid-level — use both rulers.
✗ Assuming reform means a totally free market.
✓ Market mechanisms were introduced with state planning — a mixed model.
✗ Quoting numbers without meaning.
✓ Data plus significance (800 million out of poverty) earns marks.
✗ Omitting Hong Kong's role.
✓ In the GBA Hong Kong is an international financial and trade centre — include it.
